Your EU Responsible Person under the General Product Safety Regulation
A large share of consumer products sold online in the EU ship from China. Since 13 December 2024, each of them needs an economic operator established in the EU and complete safety information on the product and in the listing.
A product may only be placed on the EU market if an economic operator established in the EU is responsible for it: an EU manufacturer, an importer, an authorised representative or, where none of these exists, a fulfilment service provider. A Chinese seller selling directly to EU consumers usually has no EU importer, so it appoints an authorised representative - commonly called the EU Responsible Person.

Toys, electronics, radio equipment and other products under EU harmonisation legislation also need CE marking under their own rules. The GPSR does not replace those rules; it covers aspects they do not. See getCE.eu for CE marking.
No. The economic operator responsible under Article 16 must be established in the EU.
A fulfilment service provider takes on the role for the products it handles only where no EU manufacturer, importer or authorised representative exists. Most sellers appoint an authorised representative instead.
The sector legislation applies first, and the GPSR covers aspects it does not, including several requirements for online sales. Check both.
